Workforce Development Specialist

LAYC/MMYC seeks a full time Workforce Development Specialist to provide to provide intensive case management, career training, job placement and post-secondary connections to Opportunity Youth, per Workforce Innovation and Opportunity Act (WIOA) guidelines, with the purpose of closing the middle skills gap for youth ages 16-24 in Montgomery County, MD.

Latin American Youth Center’s (LAYC) mission is to empower youth to achieve a successful transition to adulthood, through comprehensive and innovative programs that address youths’ social, academic, and career needs. To achieve this mission, LAYC provides services and opportunities to approximately 4,000 individuals annually to support academic achievement, promote healthy behavior, and guide youth towards successful adulthood.

ESSENTIAL RESPONSIBILITIES

  • Recruit and enroll youth into program services.
  • Conduct intakes and need assessments for new youth and develop an Individual Employment Plan (IEP).
  • Prepare and maintain case files for each participant and ensure they are in compliance with WIOA state audit requirements.
  • Responsible for meeting with, contacting and providing services to youth, per program policies and guidelines, and adhering to timeline set forth in the IEP.
  • Work with youth on identifying barriers to employment and/or education and utilizing their strengths to develop skills and resources necessary to address those barriers.
  • Create follow-through strategic plan to ensure constant and meaningful communication and engagement with the youth.
  • Implement relevant job readiness curricula for participants to prepare them for job search and employment, covering areas focused on applied knowledge, effective relationships and workplace skills through group and one-on-one sessions.
  • Plan and coordinate guest speakers and field trips that align with curriculum and enhance the participants’ understanding of career pathways.
  • Work with program staff and employers to facilitate placement into internships, work experiences and on the job training as identified through the IEP.
  • Make appropriate internal and external referrals, ensuring that required services are delivered on a timely basis.
  • Work and collaborate with schools, employers, community-based agencies and training providers to ensure that youth participants are making progress and attending regularly.
  • Work with Program Manager to coordinate and review eligibility determination, data verification, and outcomes on active participants to ensure compliance with applicable laws and regulations.
  • Update all WIOA related spreadsheets.
  • Ensure Maryland Workforce Exchange (MWE) and Efforts to Outcomes (ETO) are accurately and efficiently updated with youth participation, outcomes, and case notes bi-weekly.
  • Ensure activity codes are updated at least each month to avoid soft exits through MWE.
  • Complete follow-up services for at least one year for exited youth.
  • Attend weekly meetings with Program Manager and group meetings with full case management team.
  • Attend trainings with WorkSource Montgomery to discuss WIOA regulations and performance.
  • Provide case management services to other youth in the Montgomery County as needed.
  • Perform all other duties as assigned by the Program Manager.
  • Adhere to all LAYC personnel policies.

EDUCATION & EXPERIENCE REQUIREMENTS

  • A Bachelor’s degree in social work, public health, education, or related field is preferred.
  • At least 2 years of experience working with adolescents and families, preferably in a community -based and multicultural setting.
  • Current Valid Driver’s License.
  • Excellent interpersonal skills including the ability to relate to culturally diverse youth.
  • Microsoft Office proficiency and ability to utilize technology to improve systems.
  • High levels of initiative, flexibility, and organizational skills.
  • Energetic, positive individual with commitment to youth development in a high quality, respectful environment.

 

SKILLS & QUALIFICATIONS

  • Strong interpersonal and organizational skills.
  • Knowledge of community and local resources.
  • Ability and desire to maintain a flexible schedule (school/community events, late nights, and weekends).
  • Knowledge of case management, monitoring and reporting.
  • Proficient computer skills, experience with ETO or other data collection system a plus.
  • Flexible, energetic, positive individual with commitment to youth development in a high quality, respectful environment.
  • LAYC/MMYC requires the COVID-19 vaccine of all its employees. You will be asked to provide proof of vaccination at the time of your interview and at your onboarding.
  • Complete criminal and child/neglect clearance.
  • Ability to work well and communicate with culturally diverse populations.

 

PHYSICAL REQUIREMENTS

This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 10 lbs. May require the ability to travel locally and/or regionally.
