Data Analyst

BLH Technologies, Inc., an award‑winning leader in artificial intelligence, informatics, data analytics, and federal technology solutions, seeks a highly skilled Data Analyst to support a portfolio of research and science initiatives. This role translates technical analytics into clear, strategic communications for senior executives. The ideal candidate has demonstrated expertise in data science and AI use including quantitative and qualitative interpretation with a deep understanding of federal contract landscapes.

Duties:

· Analyze, validate, and interpret financial and operational data to support budget formulation, execution, and oversight.

· Build and refine datasets, dashboards, and analytic products using SQL, Microsoft SQL Server, SAS, Oracle BI, Tableau, and Excel.

· Prepare clear, compelling briefings, data visualizations, and written summaries tailored for senior leadership.

· Identify data quality issues, implement corrective actions, and recommend improvements to enhance reliability and transparency.

· Document methodologies, calculations, data sources, and business rules to support consistency and repeatability.

· Collaborate with budget officers, financial analysts, and technical teams to ensure accurate, timely, decision‑ready information that leverages both traditional and AI-driven Analytics

Requirements:

· Bachelor’s degree in data science, finance, analytics, economics, or related field.

· 10+ years of experience analyzing, interpreting, and presenting financial or budget data—preferably within federal agencies.

· Strong understanding of federal contracting and the federal budget lifecycle.

· Demonstrated expertise with relevant software, tools, and languages, including:

o Microsoft SQL Server; Win Server; Microsoft OLAP Tech, SAS (SAS EG), Automate 9, ER Studio; Oracle, Perl, Sybase, Unix, and Java Language; Power Builder and J2EE, JSP, JS, MAC, and Sun.

o AI/ML ecosystem: Python (pandas, NumPy, scikit-learn, TensorFlow, PyTorch, or similar), R, Spark, or equivalent frameworks for machine learning and predictive modeling

Experience building, validating, and operationalizing predictive models and forecasting solutions in production environments

· Hands-on experience with federal financial data sources (e.g., USAspending, FPDS, and agency financial systems) and applying AI/ML techniques to improve budget execution and obligation forecasting.

· Proficiency in modern data engineering and MLOps practices (e.g., Git, Jupyter, MLflow, Docker, cloud platforms such as AWS, Azure Government, or GCCH).

· Proactive problem solver with strong analytical judgment and intellectual curiosity about emerging AI capabilities in generative AI, large language models, and responsible AI practices in the federal context.

· Exceptional written and verbal communication skills, with proven experience briefing executives and simplifying complex data.

· Ability to manage multiple priorities under tight deadlines with exceptional accuracy.
