Description

Quattro Consulting, an operating firm of Command Holdings, is seeking a Technical Editor - Mid in support of the Defense Intelligence Agency (DIA). The Technical Editor - Mid will provide editorial, documentation, and content management support for Open-Source Intelligence (OSINT) policy, training, tradecraft, and operational materials supporting the Defense Intelligence Agency (DIA) and the Defense Intelligence Enterprise (DIE). The Technical Editor will ensure written products are accurate, clear, consistent, properly formatted, and aligned with Government standards, mission priorities, and Intelligence Community (IC) tradecraft expectations.

This role will collaborate closely with Government personnel, instructional designers, analysts, subject matter experts (SMEs), and technical teams to review, edit, and refine training materials, policy documentation, standard operating procedures (SOPs), intelligence-related content, and technical products. The ideal candidate will possess strong writing, editing, and organizational skills with experience supporting complex technical or intelligence-focused environments.

 Responsibilities for this position may include (but are not limited to):  

  • Conducting comprehensive open-source research and analysis using publicly available information (PAI), including foreign media, social media platforms, academic publications, commercial databases, and grey literature.
  • Editing, reviewing, and proofreading OSINT training materials, policy documents, technical guidance, tradecraft documentation, reports, presentations, and instructional content for clarity, grammar, consistency, formatting, and accuracy.
  • Ensuring all written products align with DIA, Intelligence Community (IC), and Defense Intelligence Enterprise standards, style guides, terminology, and mission requirements.
  • Collaborating with Government personnel, subject matter experts (SMEs), instructional designers, and technical teams to refine content and ensure technical accuracy and readability for intended audiences.
  • Supporting the development, revision, and maintenance of technical documentation, including standard operating procedures (SOPs), policy and procedural manuals, training guides, user documentation, and reference materials.
  • Reviewing instructional and technical content to ensure consistency across training curricula, coursework, and tradecraft materials supporting OSINT mission requirements.
  • Assisting in formatting and organizing complex technical and intelligence-related information into professional, user-friendly products and deliverables.
  • Maintaining version control and document management practices to ensure accuracy, traceability, and consistency of technical products.
  • Verifying citations, references, terminology, and source materials to ensure completeness, compliance, and alignment with applicable standards and requirements.
  • Coordinating with stakeholders to incorporate revisions, feedback, and updates into technical products while maintaining timelines and quality standards.
  • Supporting quality assurance and continuous improvement initiatives for documentation, training materials, and policy products.
  • Researching and maintaining awareness of emerging OSINT policies, terminology, tradecraft, and best practices to ensure documentation remains relevant and operationally aligned.
  • Participating in meetings, working groups, and coordination activities to support content development, document refinement, and mission priorities.
  • Developing and maintaining document templates, editorial standards, and formatting guidance to promote consistency across products and deliverables.
  • Ensure all documentation complies with applicable legal, policy, classification, and security requirements governing OSINT and publicly available information (PAI).
  • Operate effectively in a dynamic, fast-paced environment with evolving priorities and frequent coordination with Government stakeholders.

Expected salary range: $100,000 - $125,000

This position is contingent on contract award.  

Multiple positions may be hired from this announcement.  

 Work Environment:  

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Requirements 

Basic Qualifications 

Bachelor’s degree in relevant field + 3 years of experience //OR// 7 years of experience in lieu of degree.

  • Current, active TS/SCI security clearance.  
  • Must be able to pass and obtain DIA CI Poly.
  • Experience editing technical, intelligence, policy, or training documentation within Department of Defense (DoD), Intelligence Community (IC), or Federal Government environments.
  • Strong technical writing, editing, proofreading, and document management skills with exceptional attention to detail.
  • Experience developing and maintaining SOPs, policy documents, training materials, technical manuals, or instructional content.
  • Familiarity with Intelligence Community writing standards, tradecraft principles, or technical publication processes.
  • Strong communication and stakeholder engagement skills with the ability to work effectively across multidisciplinary teams.
  • Ability to independently manage multiple priorities while maintaining accuracy, consistency, and high-quality deliverables in a mission-driven environment.
  • Strong analytical, critical thinking, and written communication skills, with experience producing intelligence products for senior stakeholders.
  • Familiarity with OSINT tools, data exploitation techniques, and social media analysis platforms.
  • Demonstrated proficiency in using all Microsoft Office applications and document collaboration/version control tools.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Must be a U.S. Citizen.

 Preferred Qualifications  

  • Bachelor's degree in a relevant field.
  • Current, active TS/SCI clearance with current CI poly.
  • Prior OSINT experience, particularly drafting or editing of OSIRs. 
  • Experience supporting DIA or other IC agencies in an analytical capacity.
